BAL (Bushfire Attack Level) Reports
A BAL report is required to satisfy building construction standards if the development is located within a designated bushfire prone area (BPA). Approximately 70% of Victoria is in a BPA.
It is part of the building process, specifically AS3959 - Construction of Buildings in Bushfire Prone areas. The residential building standard for bushfire protection aims to improve the ability of a building to withstand a bushfire attack.

The BAL takes into consideration a number of factors, including the Fire Danger Index, the slope of the land, types of surrounding vegetation and its proximity to any building.
A report will be issued by a Bushfire Planning Consultant that provides a BAL rating and the predicted bushfire attack in response to radiant heat exposure.
